cater to～  「～の望みをかなえてやる」Cambridgeにはto satisfy a need or to provide what is wanted or needed by a particular person or groupとあります。必要なもの欲しいものを提供する対象は、すべての人ではなく、特定の人やグループだというわけです。前置詞toはpay attention to のtoと考えればいいのかなと思います。The magazine caters to wealthy people. (その雑誌は金持ち向けだ）（アドヴァンストフィエバリット）This hotel caters to foreign tourists.(このホテルは外国人観光客を歓迎する)このように金持ちとか観光客とか若者とか老人とか、特別なグループに提供するというニュアンスです。 Businesses that cater to well-off consumers are doing just fine, but that's not the case with those that have lower-income customer bases.
